A graduate of the Faculty of Economic Sciences at the University of Warsaw and doctoral studies at the Institute of Economics of the Polish Academy of Sciences. Immediately after completing her master's studies in 2000, she started working at the Institute of Economic Sciences of the Polish Academy of Sciences, where in 2008 she obtained a doctoral degree in economics based on the dissertation "The road to economic liberalism in the concepts of economists of the Krakow school" written under the scientific supervision of dr hab. Zbigniew Hockuba, which is the result of the promoter's research project 1 H02C 035 30 under the same title.
She developed her research interests successively at the Department of Economics of Institutes of the INE PAN and at the Department of Economic Policy of the INE PAN. In 2007-2008, as part of the "Foresight Poland 2020" project, she participated in the Social Security Panel and the Technical and Technological Security Panel.
An active social activist, a member of the Society of Polish Economists, which brings together economists whose views are close to the free-market approach to the economy and economic policy. From May 2015 to June 2017, she was the Secretary General of the Society, and from May 2018 to the present, she is a member of the TEP Audit Committee.
In the periods October 2013 - December 2014, October 2015 - March 2018, October 2018 - September 2022, she was Deputy Director for Economic Affairs. In the period May - October 2015 and April - September 2018, she was the director of the INE PAN, and since October 2022 she has been the director of the institute.
For 30 years he has been dealing with the issues of market transformation of network sectors, with particular emphasis on the energy sectors. He is the author of over 100 publications, including books, devoted to various aspects of the theory and practice of market reforms in the domestic and foreign energy sector. He participated or managed over a dozen research projects, including those funded by the EU. The most important book publications in recent years include: An outline of the theory and practice of regulatory reforms on the example of the energy sector, "Monographs" no. Key Text, Warsaw, 2012.
For many years, he combined scientific and research work in the area of market transformations in the energy sectors with expert and consulting activities for various public institutions. He was successively: adviser to the President of the Antimonopoly Office on issues related to the restructuring of the energy sector; advisor on energy regulation at the Ministry of Industry and Trade, and during this period a participant in the process of drafting the first Energy Law; adviser to the President of the Energy Regulatory Office, adviser to the Secretary of the Committee for European Integration; energy security advisor to the Prime Minister of Poland.
He was Deputy Director and Director of the Institute of Social Sciences and Technology Management at the Lodz University of Technology and Head of the Department of Economics at this Institute. In the period May 2005 - September 2018, he was the Deputy Director for Research at the Institute of Economic Sciences of the Polish Academy of Sciences.
